Organizational Profile

Creative Funding Solutions, Inc. (CFS) is a Houston-based Small Business Enterprise founded in the State of Texas in October 2001. CFS is a member of the Greater Houston Partnership and is a certified Small Business Enterprise with the Department of Transportation, METRO, and the Port of Houston Authority. CFS has also been certified as a Historically Underutilized Business, Minority/Women Owned Business, and Small Disadvantaged Business by the City of Houston and the State of Texas.

CFS demonstrated its qualifications and experience in the provision of project management and development services as the lead consultant for the initiative that established a charter school at the newly constructed KBC Center in Southwest Houston. As lead consultant, CFS worked with Pastor Kirbyjon Caldwell and his staff to design an innovative web-based instructional model for the new high school through a partnership with the University of Texas-Austin. While on the project, CFS facilitated and coordinated all planning meetings between KBC representatives, Houston Independent School District staff, the University of Texas – Austin High School, the Irvine Team project managers and all other partners and contractors. CFS managed all activities related to the development of the project from concept design through final approval. The accomplishment resulted in the first new charter school opening to be approved by the Houston Independent School District in several years.

CFS successfully completed a knowledge capture and dissemination project for the City of Houston‟ Emergency Center. As a subcontractor, CFS developed a template for interviewing Information Technology Support personnel related to the processes and procedures used to resolve system failures and outrages. CFS then transferred this data into a database and analyzed the information. CFS prepared a technical report based on the information which could be used to develop standard operating procedures and training manuals for the operation.

CFS acted as the project manager and facilitator for Harris County Precinct 3 Commissioner, Steve Raddack, during the preparation of a $26 million grant proposal for roadway new construction and infrastructure improvements under the Department of Transportation TIGER Discretionary Grant Program. In the position, CFS developed the outline for the proposal, coordinated the activities of several departments and engineers to obtain the information necessary to prepare the full competitive grant proposal. During review and approval of the proposal, other Harris County Commissioners decided to use the proposal as a template and increased the funding request to $111 million. Page 2 April 10, 2012

CFS recently completed the coordination and development of the Bus Operators Rule Book for the City of Houston‟ Metropolitan Transit Authority. (METRO) The book will act as the Standard Operating Procedures Manual for Houston‟ bus drivers and their managers while drivers are servicing passengers on METRO buses.

CFS demonstrated its qualifications and experience in the provision of compliance assessments and auditing services as a subcontractor for Houston Community College System. CFS prepared the analytical and statistical analysis of Houston Community College System‟s Small Business Development Program and prepared the compliance assessment and performance analysis that was used to determine the program‟ performance to date toward its targets.

Specifically, CFS provided the below compliance assessment and auditing services:

Preparation of the comprehensive plan that outlined program enhancements designed to increase small business participation

Development of a scorecard that could be used to assess prime contractor‟ achievements toward small business participation targets.

Recommendations for a web-based contract compliance monitoring tool that could be used as a central database to store and maintain award records.

Design for a web-based procurement training program for both external and internal users;

The assessment report included a gap analysis illustrated primarily in charts and graphs and a program enhancement diagram, which was used to illustrate the integration of proposed program enhancements into HCCS‟current small business development program design. Preparation of the report required Jennie Larry Johnson to provide consulting services and technical assistance to assist HCCS with maximizing the number of contracting opportunities made available to small and disadvantaged business enterprises. In addition, CFS acted as a technical advisor on the development of a HCCS SB/DBE utilization training plan designed to train HCCS staff, prime and subcontractors on the proper interpretation and documentation to record compliance monitoring efforts for SB/DBEs subcontracts. Specifically, CFS assisted with the development of the design for a web-based program that will train both internal stakeholders and prime suppliers on HCCS Small Business Development Program polices and procedures. The intent was to ensure consistency of presentation and provide documentation confirming that all entities involved with the HCCS purchasing process received training sufficient to ensure compliance with HCCS small business utilization policies and procedures.

Finally, CFS developed a prime contractor scorecard while participating on the HCCS Small Business Development Program consulting contract. The scorecard had the capabilities to enable both internal and external stakeholders to assess HCCS small business development performance at a glance because contract positive and negative achievements were clearly outlined and indicated.

CFS has also provided project management and performance evaluation services for two federally funded programs. In 2004, CFS was selected as a sub-grantee for the Houston Housing Authority Residential Opportunities for Self-Sufficiency (ROSS) program. At project closing, CFS prepared an assessment and performance report that confirmed the project was completed successfully. CFS also served as the project manager and internal evaluator for an Administration for Children & Families Job Opportunities for Low-Income Individuals program. This contract required the firm to provide quarterly assessments of subcontractor and participant attendance records and performance achievements toward stated program objectives. The contract also required CFS to provide recommendations to improve performance based on statistical performance analyses and other indicators. At its conclusion, federal and local external evaluators declared the program a complete success and the program evaluation findings were included in a report to the U.S. Congress.
